To any one who can halp me out with this one.
I have been looking at a formula to calculate the time needed to learn a skill.
The formula I have found on http://eve-i.com and a few tools here and there I have been able to get prety close to real ingam times but I so far have not been able to arive at the exact time the game does. (except for one trick and that will make you all go )
The formula is this: (BA + LS + IM) - (gets you the actual number of atribute points (without the learning modifier)) BA: base attribute value LS: attribute learning skill bonus IM: implant bonus
Then you figure out the number of skill points needed to learn the skill and use the following formula: n/((PA+SA/2)*(1+0.02*LE)) n : number of skill points needed PA: primairy atribute SA: secondary atribute LE: learning skill level
This gives you a pretty good match but misses it by just a few minutes when you get into the higher amounts of skill points needed, for some reason the formula is very consistend in resulting in to fast training times. (with learning skill at level 5 like I have currently)
I have found a solution for this but I hope that I am wrong 
A slight change in the formula makes you just a second or so out of sinc with the in game estimated times. n/((PA+SA/2)*(1+0.02*(LE-2)))
If this formula is correct this would mean that the learning skill eighter doesn't kick in until it reaches level 3 or that everything above level 3 is ignored when it comes to the learning time bonus.
I would like to ask people to test this formula for them selfs and see if I am right with this because after a few hours of messing around trying to find the error in my original formula I was a little when I found the solution to my training time problem.
Please don't point me to the learning time calculator on eve-i as I know this and have a few issues with this. (it does not contain all the "new" skils and it has the same faster training time problem as my original formula )

The first formulas you stated works out to second for me on a skill that will take over 17 days to complete.
You either:
a) have your base attributes wrong (you have to also subtract the effect of the learning skill from your attributes as listed on the character sheet, and these values are shown either rounded or truncated (I forget which))
b) have rounded or truncated fractions in your calculations

the reason your calculation doesnt come out exactly it because the values shown in the char sheet are actually truncated decimal values. what you see in the char sheet is not exact. this is due to the learning skill, which multiplies with each attribute, and thus you end up with a fraction.
i.e., base attribute 8 learning 5 8 x 1.1 = 8.8 but that fraction isnt shown in the char sheet, even though its still there
