Hey all, I started playing awhile ago, but due to events IRL I've had to take an extended break from Eve... but now I'm back! Anyway, I just started doing lvl4's this week but it is seriously slow going, and I know part of that is my skills. So I was hoping you could give me advise on my ship build I have now, and the one I am thinking about doing tonight.
My current set up:

I believe you will really hate the range on blasters. A combination of Rails + Sentries is the ticket to high usable DPS on a Dominix.

The reasoning I had was that it seems BS's orbit at either like <10k or >40k, and I have problems doing good DPS at both, so I thought I could take out the closer ones, and have my drones do the distance like they normally would.
Any thoughts?
Also, my gunnery skills are kind of low, I have 1.8m sp, but it is all over the place due to this being my first character. Most of them are at about lvl 3, with advanced and regular weapon upgrades at 4 and 5.

Tech 1 drones.... :S
They work, but a Domi will shine with tech 2. Try to get to tech 2 light/meds quick, should not take long. As other people have said, rails are probably better. You have no AB, so your dominix is a slowminix. Drones can destroy targets at close range much faster than they can fly to long ranges, so go with rails.
Also, train sentry drones! Sentry drones are mean, and can kill even frigates at long range, and do not have to fly there. Even tech 1 sentry drones are mean killing machines.

-Swap scripts in tracking comps to improve range or tracking as needed. -A lot of people hate cap boosters but I swear by them. All your cap needs in one module. -T2 Drones REALLY help out. -Drone Interfacing 5 is a very worthwhile train if you choose to continue down this path. -Having Gallente BS skill to at least a 4 is also very good. -I'm not a huge fan of the D250 rails but they are necessary to make power grid work -Later as you get much more comfortable with the ship and your skills, you can remove the 2nd armor rep and upgrade to 350mm rails and possibly add a 3rd magstab.
Sentries have good tracking, especially Gardes, when using omnidirectionals.
Just some thoughts.

They both look a bit overtanked. I think you can do every "only two types of damage" mission with only one LAR-II.
About blasters in missions. Could they possibly be a good option in Angel missions, all those NPC Machs sitting right in your face and all...

Bellow is for various ranged fights once you have t2 sentries (strongly suggested for missions). Just swap to tracking speed script from optimal script, switch to gardes from bounces and use Faction AM ammo from Faction Uranium for shorter ranged fights. Unless they spawn on top of you you'll kill most things at range. It's cap stable for a little over 3 minutes so you can't afk, you'd have to manage your cap use/aggro (as you get a feel for the missions you'll find there really is no reason to be cap stable unless afk). It does just under 700 dps to guns 62km optimal range and just over 800 for the closer engagements optimal for guns at 36km. Eventually for many missions you can drop the eanm for another mag stab. Some people drop the 2nd drone tracking module for a target painter.
TL/DR - less tank/less cap stability for more gank and use T2 sentries

The suggestions here are good. Domi is the worst ship you can use with blaster cept maybe an obelisk. Here's my fit for a afk mission domi to give you some ideas. Personally, I'd go with a Mega if you want to actively go after mission rats. The Domi in my opinion doesn't have the firepower to kill them fast which is why I use it as a afk mission drone boat. Set it and forget it. Great for doing household chores.

I used an almost exact similar setup the other day for a lvl4 and my Domni got vaped in a few minutes after whole room auto-aggroed (kill the thief).
Is this setup the problem or are there some mystical skills or tactics for the Domni I'm missing out on?

There is no such thing like afk missioning. Unless you use macros, but I doubt they even exist. Afk missioning is a myth. You always need/have to perform ceratin tasks depending on situation.

Stop the Thief is just a rather DPS-heavy mission, not one that you want to do AFK. This is my favourite domi setup:

Sentry drones are just plain win. In a misson like Angel Extravaganza I take along a flight of Bouncer II's and Berserker II's, but only ever use the Berserkers when the ships get < 10km from you as that is the only time they will out-perform your sentries.
If you feel your tank is somewhat low, you can swap out one of the Sentry Dmg Augmentors for a couple CCC's or ANP's, w/e you want. ____

You did not say weather you are trying to afk or not.
If non-afk: Way over-tanked imo. One LAR 3 or 4 hardeners, max. Cap should last about 5 minutes. Everything else use for gank. Manage your aggro and use eve survival.
If afk: You've pretty much got it, just need better skills.
In both cases: You need t2 drones. Also: sentries. Keep the railguns, train those skills (drone interfacing is the most important imo).

I used to mission in a Domi...then I realized how much it sucks..at least for PvE. Otherwise I think your fit looks ok.
I switched to amarr ships and can run missions twice as fast. I would recommend switching racial ships...shouldn't take that long if you have all your base skills done. If you only have armor tanking researched, then amarr would probably be your best bet, the abaddon is a monster. Other great thing is you can switch crystals instantly...no having to wait for reload. Just use your Domi until you can switch it out.
Anyway, its really paid off for me and would highly recommend. If they ever fix gallante, then the domi will be nice for missions once again. Compare damage from a railgun to a beam laser...doesn't even compare in dps terms.

this is what i use, tanks every level 4 with full room aggro, i run for gal navy. Ofc put in the correct hardners, this setup is for against sanshas for instance. Cap lasts just over 15mins for me and im doing 628dps.

Speaking on the fit I provided, it's a low cap usage module and adds a hull buffer w/decent resist bonus to armor on a light tank/cap recharge fit in case a mistake/lag happens. But, you do have a point on it often being an over/mispent tank module for pve.

Wow thanks for all the replies. So I've since gotten t2 lights and med's. I found a lvl4Q16 in a .5 I'm going to be working with so right now I'm grinding standings while my skills level.

As my gunnery skills get higher I'll replace a hardener and a armor rig with a magstab and a sentry unit.
The only thing I am worried about is if it is enough tank for lvl4's. As my skills arn't as high as I want them to be.
EFT reports I have a cap stable 546dps racial tank, with 466 dps (including drones) and 830 volley. I'd also use antimatter and tungsten (for range)
Thoughts?

Racial tank should be more than enough if u do your homework, manage aggro correctly. DPS is a little low, work on getting that up.
Ogres are slow and have travel time to factor in, sentries are instant DPS and that 10-15second travel time can count for quite a lot of missed DPS.
