To me it seems like more ISK=more bang. Compare the prize tag of the ships: Linkage
edit: after looking at the comparison table again I noticed the cake next to the name of the winners (Portal reference?) And after the final test you will baked and then there will be cake.

Yes it is.
It's the frigate used by the Guardian Angels, which are the branch of the Angel Cartel that are contracted to the Serpentis Corporation as protection.

dramiels go 6km/s+ and overheat to 9km/s+, bombs have a 15km radius = I bet I could be at bomb range, tag the bomb, turn around, and speed out the far side of the radius before it goes off. There's like no chance.
