The solution is simple, but we wont see it in years :(
Get rid of PvE fits and revamp PvE-Encounters. As an example: instead of 20 BS worth 1 mil you only face 1 Ship worth 20 mil. Give him drones, sleeper AI and a fitting that aint crap. Now imagine you got the NPC into structure and the sucker simply warps away! There goes your fat bounty! Of course in order to prevent that you (or a gangmate) would have to tackle him. Obviously anyone hates to be tackled (even rats) ... and so on :)
So every ship that goes into lowsec is prepared. You may not win but at least you had a chance!

gate camping is pvp, it may not be "fair and just" but it is pvp.
and most of the lowsec pilots I've played with want killmails and loot. I don't want a fair fight. although I'd like to take ransoms more often, but there are so many that just won't pay.
