Do I actually have to train to use things or is there a way to use things you are not trained to use so I can, you know, test them out on the test server?

Skills are mirrored from TQ periodically (last was mid-may I think). You'd have to train any remaining skills since the mirror.

So, you can actually do LESS on the test server then you can on the main server (due to less training since last mirror)?
That is stupid.
In other games I've played, their test server allowed you max any skill you wanted so you could actually TEST THINGS ON THE TEST SERVER. What a concept.
Absolutely useless.

the test server is not for you to test things for TQ but for the things to be tested to find out if they work.
however , it's fairly easy to keep things going - and test other stuff that you wouldn't do on TQ --

FYI: The capital ship FFA is simply for titan pilots to test their doomsdays.

Besides that, whenever something needs testing you generally get given all the necessary skills anyway - like how we all had Command Center Upgrades V for a while during PI testing.

Oh, you mean maxed out like this? Linkage 
But seriously, Sisi(test server) is used to test the game not your character(officially), now if you hope on there and decide to pvp at the beacons in FD-MLJ then you can test out what you have trained up to, so unofficially you can in a sense.

Decide what you want to test next. Wait for a new mirror. Buy +5 implants and do a minmax remap (on sisi). Train. Test.
Repeat.

If CCP request players to test something important, such as PI, then generally your character will have all the skills without the the need for you to train them.

Absolutely useless.
Its the test server for testing things ccp wants player input on and not your personal playground to swan around in marauders and cap ships you don't have the sp to use. Now what you can do is keep an eye on the test server section and when they do another mirror log on and plug in the best implants you can and do some 'what if' training as your normal character continues his skill plan on tq. It's easy to do as everything is 100isk there.
