currently im on my alt that i decide to do my L4 mission running on, she is called Jessica Amaranthine and she got 900k sp atm

900k SP?
My advice will be not to hop into a battleship too early. In case you are driving a domi:
1. Make sure you can fit Tech-2 hardners and use tech-2 armour repairers (unless you like to use faction modules, which are very expensive)
2. Make sure you can use Tech-2 light and medium drones, these helps greatly in taking out the cruisers and frigates(which your guns cannot kill)
4. Drone interfacing and sentry drone interfacing to lvl4 preferred. To lvl5 is great but it takes a LONG time to get those to lvl5.
3. Make sure you train your cap skills up
4. Make sure you have Gallente Battleship to lvl4
And I figure when you finish the above, a healty 4-5 million SP?

The problem is you are asking too much at once. Basically you want to know how to go from A to Y in the alphabet.
You fly Gallente, so let's look at the basic fundamentals to start off, and let's assume you're shooting for L3s in a Myrmidon, instead of L4s, which is a much more reasonable goal.

This ^ should keep you busy training for about three months if you have already got your learning skills to IVs and Vs and you have +3/+4 implants.
So, you got three months to roll around in L3s and learn how PvE works before hopping into a Dominix and L4s. Enjoy!

Once you get to the list above, then you go a step further for Dominix, a la the following:
Gallente Battleships (2 Days, Required) T2 Heavy Drones (25 Days, Optional) T2 Sentry Drones (25 Days, Recommended) Large Hybrid Weapons (2 Days, Optional) Capping Gallente Battleships (30 Days, Recommended for Dominix)
Then you're set, 
Do not forget those learning skills and implants tho, unless you want it to take eight months instead of seven to get there though.
Assuming you have limited learning skills thus far, you can add another 20-30 days for those, so... from where you are now:
Acquire: +3/+4 Attribute Implants Learning Skills (20-30 Days) Basic Skills (70-90 Days) Dominix Skills (90 Days)
So you got about seven months yet, don't rush it, enjoy being a rookie while you can because you lose a considerable amount of game immersion once none of this stuff above is a mystery to you anymore ^, trust me.

I have to agree with the rest of the posters.. don't get into a BS too soon. it can only bring pain and you will probably end up rage-quitting after you lose your ship and can't afford another...

I'd suggest you download eve mon , then take a look at the domi setups.
Also take a look at missile boat setups.
if you're serious about having an alt that rolls though l4's I'd recommend playing with missiles vs guns and seeing which is easier to play with.
With rails you get locked into kinetic / thermal damage which is great for some rats and not so good for others.
With drones you have to dork around with getting argo over them each wave and other silliness. ( more recall and redeploy time wasted when you could be killing stuffs ) |

Running L4¦s in a "poor" skilled Domi can lead you into deep troubles, but it¦s surely passible.
When fitting Domis Lows you will HAVE to fit T2 Mods or you¦re even more in trouble. And for starting L4¦s you might not be able to run cap stable as you might lack support skills. Try fitting your Lows like:
DC II 2 x Mission specific Hardener (primary damage type) 2 x Mission specific Hardener (secondary damage type) 2 x LAR II
You will need cap rechargers in the meds, maybe an Omnidirectional Tracking Link.
Fit a Drone Link Augmentor to your High Slots and as much T1 Rails as you have Powergrid left. Even 1 civilian gun can do it for pulling aggro, as your drones will be the main damage dealers.
Go for a fligt of Hobos, Hammers, pick Heavys for the right damage, NEVER USE AMARR DRONES, they are pure fail. Be aware that a Domi starts shining with T2 sentries, but i¦m sure you¦re quite far from them, skillwise.
Your missions will need some time to finish, with T1 drones and T1 guns they will need forever, as a Domi even skilled out is no blitzing machine. ALWAYS kill scrambling frigs first, this is your way out when things go nasty.
DON¦T do missions like Angel Extravaganza, Worlds Collide etc. with a low skilled Domi, you will die a horrible death .
Have a look at eve-survival BEFORE accepting the mission.
