Is there a place I can complain about a particular merc company not fufilling their contract?
I've recently paid the most unprofessional bunch. They were working on 2 other contracts and didn't even tell me about it. They've done absolutely nothing for my case and are still demanding money and threatening to war dec. Worst merc company I've ever seen. Unbelieveable.
So, could someone please advise me? I thought I could trust everyone posted in the "Merc Contracts" channel ingame.

I'm more concerned with the mercs fufilling their contract then paying them money they do not deserve.

The most common method is to find their advert thread on this forum and post it there, then find any other threads that they've made and spam it there as well.
Feel free to just post it in this thread if you like though.

ie. What was the terms of the contract
Just so you know ... its normal for a merc corp/alliance to have multiple contracts running at all times ... UNLESS you make that part of the terms of the contract ...

The contract isn't over. I don't want to give their name prematurely and have them screw me over even more.
I'm trying to protect myself and my corp, and I wanted to know the avenues to do so. I can't name them prematurely. I wanted advice before I name and shame. Okay? Sorry, but my corp is not in a position to take on even a poorly organized group of mercs. So forgive me for not giving out that information yet.
I want to see the result of the contract (I certainly won't renew or ever hire these guys again, and I'll give my FULL review after the contract is over, regardless of outcome.)
Is that sufficient? It's only a few more days left.

You could always just consider that you got scammed, you know some merc corps arnt really merc corps but just in it for easy isk from noobs who know no better.
Best advice is to contact noir. now they may have sucked at the at last weekend but for getting a contract done, they'll get most peoples vote.
Remember, theres a reason why some mercs are cheap, and a better reason why other mercs cost more, its just like buying cheese.

This game is full of idiots. I made an ass out of myself last night. if I do not fullfill the contract I give the isk back. ISK is nothing. Reputation is EVERYTHING.

UPDATE:
Okay so. I was recently war decced by a larger alliance. Dragehund. We had perhaps a dozen members, most of them under 5 million SP. They had over 60 members, many of them over 40 million skillpoints. One of the corps within the alliance is an indy/PvE corp (with significant combat SP), the other corp seems to be a PvP corp.
My dozen new members were not enough to fend off the alliance, so I read the mercenary guide and decided to hire some mercs. I went into the merc contract chatroom, I asked for assistance and a couple of merc companies that were "officially listed" in the room contacted me. I decided on Dark Legion Society. 50m for the war dec. 100m at the end of the first week, and bonuses per ship destroyed. They had about 25ish members, and because my corp would be actively fightings, I thought they could help equalize. They said Monday the war would go live. I said it had to be Sunday 1600h because we were planning a large fleet operation. They agreed, and said they'd bring minimum 5 guys, most likely 10.
The next day I ask their contract manager about it, and he completely forgets who I am and says the vote isn't in yet. So I complain about this, and contact their CEO. He tells me it won't be Sunday 1600h, but the war will go live about 8-9 hours afterwards.
So the war goes live and they send two mercs. Their leader, Commander Starscream and Pippan. Both of them excellent players, but I really was hoping for more manpower. When virtually my entire corp shows up (Very rare that you get 12/13 corpmates active for one engagement) I really had hoped for the mercs to match our numbers.
So we have some fleet engagements and the mercs weren't around for a lot of the fighting. DLS (Dark Legion Society) had their killboard lighting up with kills from their two other wars, but weren't doing much for us. My members were doing the vast majority of the work. You can look at our killboard here
When I saw their killboard lighting up with quite a few kills for their other contracts, and they were doing really nothing for us, I complained to their contract manager that I wanted more results. The result? He threatened that if I did not pay them they would war dec us.
At that point I decided to make this post, because I was already at war with a larger more experience alliance, and now I'm getting threatened by the mercs I hired to assist us. So I had to find an avenue to rectify the situation.
Now, I do want to clarify that the two mercs sent to help us were instrumental in a lot of the attacks. Most of them were coordinated with my members, but Pippan had killed two of their members without us. So I have to give credit where it's due. Commander Starscream assisted our fleet and helped us in one of our group kills.
I was in Ibura with my Brutix and I was fired upon by two enemy battleships and I asked for help. After about half an hour in the space station, asking the contract manager to help us, he eventually arrived with some backup. Two of them left from boredom but one of them was still around, so I managed to trick him into attacking me outside a station and our combined forces blew him up.
Yesterday, Dark Legion Society decided to withdraw the war dec without my permission, because of this post. They read it and knew it was about them. They didn't tell me they withdrew it. Even one of their mercs stationed to help us didn't know until one of the Dragehund guys told him. They kept the 50m, told me I didn't have to pay the 100m and apologized.

Seems to me like the mercs bit off more than they could chew in one sitting.
Did they deserve the 50m you paid upfront? Probably, they did enter the war (and that costs isk), and they did send to capable fighters, which would be worth a measly 50m in my book. At least they apologized. That's worth a lot. Hopefully DLS will manage their resources better in the future... Possibly get a new contract manager. That would deal with the issue of threatening clients as well  .
