Ages ago i used a i used a in game browser tool that would basically use data you exported from the market and calculate what mods/ships etc would be best to buy in your current region and sell in another. i really cant remember what it was called and a Google search didn't help me either, would somebody be kind enough to point me in the direction of something similar to what i described above ?

You know it isn't, so don't lie the guy, at least say say the truth and tell him it's a new app that he can use for the same purpose denting on his profit because of the paid fee. Your app is not from ages ago. You are looking for Navbot. It doesn't work with the new browser, but there is a new project based on Navbot that fixes this, it is Evenav.

Do I need to manually go to each region and export data for all the same items?
It gives me empty trade routes with no information
