Reading up on the thread of fixing unbalances, I noticed quite a few people were saying Missiles are somewhat worthless compared to turrets, because for instance.. Cruise Missiles were intended to be the missiles "sniper" weapon. However I know a few Amarr ships that can fit Lasers that can shoot either farther, or harder than Cruise Missiles and each volley is immediate in damage, where as it takes quite awhile in a fight for a Cruise Missile to get to its intended target.
So here is my proposal...
1) Make turrets/lasers have a few second delay in damage. This can be done cosmetically just like the missiles are.. Where it shows the "tracers" or laser travelling through space to its intended target just like missiles do, Only once it makes contact with the target does the damage get applied to the ship.
Not only would this make Cruise Missiles and missiles in general more balanced and usefull especially in PvP. It would over all make it more realistic as well.

The only problem with this is lasers are supposed to be instantaneous. However, they could make it so that the laser fires at the end of its cycle, that way making it the same as the other turrets in a way.

Lasers do not necessarily need to be instantaneous. They could work like the stereotypical lasers of Sci-Fi such as Star Wars where its more like "bolts" of energy or laser, not 1 big stream. And if they wish to keep it instantaneous, they could just lower the damage done by lasers in general and keep the time-to-target for missiles and make turrets be delayed in damage just like missiles are.

You mean like blasters? 
In any case, yeah, if you're that concerned about lore, end of cycle firing is good. Hey lasers need time to charge up before firing, right? 
Anyway, I support this. It makes deathblob less full of ****.

Star wars blasters are basicly plasma beams, so they aren't exactly comparable to normal lasers. Not to mention realism is a nice thing to have when it fits, but isn't a compelling reason to change anything in a game.
As for the idea in the OP: Why can't long range turrets be clearly a better choice for sniping? People saying a weapon is worse in specific situations than another weapon isn't exactly a problem. The solution certainly isn't to make the weapon systems more like each other and remove variation from the game. Caldari have excellent sniping turret ships, so it isn't like it is a balancing problem between the races. Not to mention missiles are much more versatile in where they are usefull, since they don't have tracking issues, their damage isn't reduced by range, they don't use cap and can select a precise damage type.
This idea doesn't make missiles more balanced with turrets, but nerfs all turrets because some people feel a single weapon they trained for should be at the top in all situations. There really isn't a need for this and removing the differences between different weapon systems will make EVE worse not better. Just suck it up and train a turret weapon system if you want to specialize in sniping or have your FC call different primaries for missile ships.

I suppose that guns will get a "always hit" buff in exchange for a "delayed damage" nerf?
Or you are "conveniently" forgetting that missiles always hit (barring targets with a higher speed than the missile) for at least a fraction of the damage while guns have a miss chance based on target size and angular velocity?
