So, rightnow it is not illegal to change the regional codes for playback of DVD's and this is what he's referring to?

As I understand it, bypassing DVD region codes was legalized in New Zealand because the courts determined that DVD region codes placed an 'unreasonable restriction' on the use of DVDs. In essence, they said that manufacturers of DVD players were enacting a form of censorship by deciding who would be able to view which DVDs on their systems.
The courts acknowledged that companies have a right to protect their product, and refused to rule on the legality of the codes themselves, but they agreed that a person should otherwise have the right to enjoy their personal property as they wish within reasonable legal limits. |

Region codes and US Copyright Law are all items funded by the MAFIAA(aka RIAA and MPAA). DVD region coding for example allows the movie companies to stagger releases globally to drive up fake scarcity of product.
Geographical lockouts on internet streams should also be illegal. Why should it matter what land mass I am on I should be able to stream from the legal sources. denial of legal routes only drives the piracy they try to fight.
However the Entertainment industry has the business habits of the Buggy Whip mfg. Except they have the lobby power to adapt the laws to them rather than adapt themselves to the 21st century. DVD's were hot during '99, but in the here and now we're looking at 4K OLED TV's with Downloadable movies directly to the TV becoming a reality over the next 12-18 months.
So, who gives a hoot over such low quality like DVD?

That said we can envy South Korea and their Terabit fiber optics and 8K TVs when we just start to see 4Ks on sale here in the west. HD = 1920 x 1024 4K = 3640 x 2160 (Ultra HD)
They are showing the 2012 Olympics in 'Super-Ultra HD' also know as 8K (7680 x 4320) that is 16 times the quality of HD television. using the NHK native Super Ultra HD cameras

Technology sadly does not help when the content industry has an allergy to adaption and the ISPs are going backwards in time and looking at low caps and high overage charges meaning even 12k HD would be worthless because a half hour TV show would go over your puny cap. and would take two days to download because it seems the ISP world now wants to look to Wireless rather then Fiber to the Home. Though I am guessing things are better in Europe where broadband deployment has more government backing and is not purely at the whim of stockholders who do not give a flying fsck about the future of the data networks, and only their quarterly profits.
