Had a friend trying PI who in Amarr Militia and his own private corp. He put stuff in the customs office for transport to his launchpad and someone came along and took everything in the customs office while he was sitting right there.
I did a test with a corpmate to see if he could see my stuff in the customs office and he could not.
So this confirms what I thought about the customs offices being bound to the specific character, so does anyone know how another person outside of my friends corp and take the stuff in the customs office?
Edit: Found out friend did not have a launchpad on planet built yet. Not sure if this changes things.

If he launches from the CC rather than exporting through the spaceport, the goods show up as a can in orbit that you can warp to. They are in a list in the Journal once launched.

He didn't launch anything from the planet. He had stuff in the Customs Office in orbit and hadn't built a launchpad yet to bring the stuff down to the planet. He thinks he put stuff in the Customs Office before he even dropped the CC.
I tried to recreate the way he got his stuff taken by warping to a Customs Office that I didn't have a CC on, put something in the Customs Office, and had an in corp alt try to take stuff out of Customs. Alt couldn't see what I had put in Customs.
Still dont know how stuff was stolen directly out of the Customs Office.

You need a launchpad to use the customs office, My guess is that the stuff just disappeared when he dumped in there. You could do an experiment of putting stuff in a customs office on a planet you don't own to find out. Put it in close it then reopen it and try and take it out.

Custom office is NOT specific to a person. Everyone can see it but they can only access what belongs to them, not anyone else.
