I'm working to change my forum settings to link to another thread of mine that could use some attention but this seemingly can no longer be done via the forum settings, is this me having unplugged an implant by mistake or is this feature removed?

Do you mean changing/putting a link into your signature? If so, it's still there in the settings part?

No that's the deal, I get an error message and then nothing.

The bar at the bottom says 'page error' or some such.

when i click on the + next to it no options appear, shoulda a submenu pop down from it?

When you see it right it's because you're logged in, and when you see it wrong it's because you're not logged in. This is because everyone can read the forums, but you can't reply, change settings etc.
