Yea i am tryin to findout which division offers these types of missions.
Have been doing command and have yet to run into 1, any help would be appreciated.

I think it has as much to do with which agent you're using (or where they're located) as it does what division they're in.
I've been using two command agents in one system for months and have never seen a Worlds Collide. I went to another command agent about 7 jumps away, and that was the first mission I got.

I dunno, been running command missions for Fed navy since lvl 1s and have yet to get 1

the caldari navy level 4 agent in motsu seems to give them out quite a bit, i ran worlds collide 3 times today alone

I don't really know for sure, but it could be that the pool of missions assigned to agents is by system or region. If you haven't gotten one yet, you're probably not going to. If you really want one I would check agents in a different system/region, maybe in a different corp.
Someone here might be able to tell you where to find an agent that gives it in Gallente space. I've seen it a bunch of times at the Spacelane Patrol station in Isinokka, but that's Caldari territory.

AFAIK agents are given a missions pool. I think (don't have physical proof though) that the pool varies with agent quality / his system security stat. I think the quality is the determning factor (which in turn CCP placed "by hand" in appropriate sec status systems, IE L4 Q18 are placed in 0.5). This because all 3 agents of mine (Minmatar) are in 0.5 but:
- one gives prominently faction missions, I get sent against Amarr NPCs 3 missions. And even before Tyrannis, 1 of 3 in low sec Q0 or so.
- one gives "crappy" missions. He sends you in low sec rarely but he's Q10 or so and gives lots of drones and those "bleh" missions like Duo of Death and so on.
- one gives the full spectrum (Q18) including WC AE and stuff.
I am sorry I can't help you more, as Gallente is not my L4 focus.

I have two level 4 agents I primarily use in the same system, one is Q18 the other is Q-17. I get the exact same pool of missions from both, so I assumed it had to be something independent of agent quality.

Not sure the mechanics of the pool system, but i have always wonderd if people are faming the likes of WC or AE using the agent ur using, would the chance to get those missions be decreased?

I don't think so. You can't choose what missions you get, so I don't see how some people could be farming them above others. Someone with a higher standing with the agent might be more likely to get better missions, but I don't think it has any bearing on what missions someone else gets, certainly not to the permanent exclusion of any specific missions.

No, I have missioned till 10.0 standings (effective Q=47!) both corp and faction since a long while and the proportion of good vs bad mission I got while going there is more or less always the same.
