Perhaps I'm in a string of bad luck, but it seems like the escalation rate of anomalies has significantly decreased. We used to get them about 1 in 20, now I'm well over 100 without an escalation. Faction spawn rate also seems to be down significantly. Anyone else experiencing the same thing?

A corpmate did about a dozen Havens and scored two 8/10 escalations and a 10/10, all within the space of a couple days; I ran about 100 Havens and got nothing...
This is pre-Tyrannis, so I would say with that in mind it's still the same old luck of the draw 
Keep at it.

It's not bad luck, just like invention and every other chance based mechanic is just as likely to be on 'a string of bad luck' as it is 'a string of good luck'.

It's all chance based.
A corpmate of mine said the same thing (swore up and down that "they must have nerfed Havens!" lol. And yet I've gotten faction spawns and escalations from both forms of Haven in the last month, several times.
In fact, I got 2 escalations from Havens on the same day. a few days later I got a Faction BS that dropped (of all things) a Machariel Blueprint.
The way faction spawns/esclations work, its like very likely that a professional explorer will hit "dry spots". I haven't had any good drops for a while then BAM, riches lol.

A friend of mine runs anomalies in carriers and continues to get escalations regularly.

i won't try to guess at which level the pool is at (universe/region/constillation/system) but its chance-based, and with a BUNCH more being down now a days then pre-dominion, you will of course see numbers go down, but i bet percentage wise, its the same as ever, about 5-10% of the time.
