An eye for an eye...but make it within 30 days or all bets are off.
Kill rights should be permanent (until the favor is returned).
That will cool down the gate campers and suicide gankers a bit.

like the good man said, if you cant kill them in 4 weeks then your not trying hard enough. and yes he could hide in station for 4 weeks, but why would you? CCP wouldnt mind your still paying them, but if they are ganking people then i am sure they are not going to stay docked at station every time they have a kill right on their head
