In addition to the obvious stupidities of a PvP flag as shown above, I'd just like to say that youre playing a PvP based game. There are already plenty of ways to avoid PvP. what a BS.... eve is based on alot more than pvp. if some ppl cant do anything but only pvp 24/7 thrn they need serious help. there is a lot more than pvp in this " game"

Bad Idea. Can't work, unless you change the whole game.
PVP off, fly into enemy region, without being attacked. Wait till you outnumber the enemy: turn PVP on.
Heh, imagine that you can easily take over a whole region, with "PVP off" .
I smell the word "xploit" all over. |

I am generally against the idea, but I can see how this can get very frustrating for new players (me being rather n00bish for one). What about turning PvP off for newbies (those with under 1 month of playtime) and/or make them incabable of joining player corps?
Would give them the time to wise up to EVE and get their skills up and such.

I deeply disagree with this one, one of the main ways a newbie can learn is by joining a corp. I certainly learnt loads from joining the corp I am in, compared to occasionally asking unanswered questions in the rookie help channel or finding other newbies with the same problem in corp chat.
I can see the reason to show newbie the game is dangerous, but to completely spoil the experience due to war conditions in empire is very hard on the new players - some way out of this would be a good idea in my opinion, even if it was just of the newer players - because honestly, how can one newbie in a basic frigate survive against 3/4 battleships that declare war on the corp and then try to kill all the new players in the corp and effectively hurt both the corporation (cant have any new players) and the new players (difficult to survive)

Anyone who played UO around '99-'01 will remember when they introduced the PVP/non-PVP areas. IMHO the game went rapidly downhill since that point.
There is a rush you get, I've had it in UO and I've had it in Eve, when you first get into a PVP situation, you are guaranteed to loose this first encounter - don't worry about it. If you're getting shot up then perhaps take some of the suggestions mentioned above, such as not going below 0.5 space, and staying in a NPC corp until you feel confident enough to fend for yourself. I would also add that it might be great to have your own corp of you and four of your mates but it might be advantageous to join a a larger corp, or even try and get your small corp into an alliance.
Finally, I think the suggestion for protecting 1 month old characters is valid, although not well thought out. Alt characters could be created for the purposes of spying on other corps. A slightly better way would be to also limit new characters to 0.5+.

The issue is simple enough... People that don't like losing want to avoid combat and a war which their corp/alliance is in. now because of the new rules combat can occur in high security space... this make whiners angry... it's damn annoying to lose a ship but to be honest if you walk into a trap while you are at war because you went out solo into highway space.. guess what.. that is the price you pay...
but that being said there is an easy way to fix this and allow non-consentual PvP basicly as it is now (or at least a happy medium between Castor and Exodus)... just add the a option in the war decleration for safe zone security levels... ie .5+ or .9+ or none, etc... that allows the players to decided is this particular war worth having to stop AFK mining, or empire mission running while at war.. and how far they can take it.. Much like a netural nation.... heck if CCP wanted they could get really inventive and allow things like .9+ space in Minmatar space is netural space... or all minmatar space is netural space. so that no combat can occur in that area with out Concord getting involved..

Concord will protect you inside empire as long as you're member of a npc corp. if you join a player corp, it still protect you, unless someone is in war with you, and usually, if you dont look for trouble noone will war with you (some people declare war to any small and peaceful corp he wants, but they re not many, and just pilots who hasnt the balls to move to 0.0 and get some real pvp), but still, it's just make the game more insteresting, if you want to be in a player corp, you have to take that risk. PVP tag is in another games. so?. usualy it makes em boring, just look at SWG, with all that pvp tag, "coverts" etc, bah, you could fight with an imperial, and later find him in the midle of a rebel city in "covert".(not to mention the non-attackable player structures, etc)
