"Mission location: It should be noted that encounter missions are always located within the same constellation as the agent offering the mission (3 jumps away at most), and that courier missions can take you anywhere up to eight jumps away, including pickups and deliveries in different regions."
However, this seems to be entirely wrong. I have recently gotten "the roving rouge drones" from an agent in Rens, with the encounter in Hulm (can provide a screenshot if needed). This is 5 jumps away. I have also gotten missions outside of agents constellations in the past (see: http://www.eveonline.com/ingameboard.asp?a=topic&threadID=1219866&page=1 ).
What gives? What are the actual rules for where agents will give out missions? Any (correct/true) answers would be greatly appreciated.
Also, on a totally unrelated note, I was messing around while picking up a contract in Mandoo, and flew to the flash beacon in system, where Jeremy Tacs offered me "A worth task". I have not accepted the offer, if I decline it / let it expire will I still beable to do it at some point in the future? (basically if you decline 'a worthy task' will it be offered again?)

A worthy task is a 1x only mission from a concord agent. While its a lvl 2 agent, he gives you a mission with a 5/10 plex which if your expecting lvl 2 type opposition will be a real shocker. The mission has long travel times between gates and about 7 pockets. A raven with no ab, can be looking at towards an hour just in travel.
In the early pockets is a shortcut gate to the last pocket. Have been some players scanning down your mission, using the shortcut gate, taking the mission required item which they then put up for contract for a high price. Like hi-sec random ganking this seams to be more of the 'working as intended' by ccp.

You can decline it and the agent will offer it to you again later. Just don't accept it and then quit or fail the mission, also don't let the mission offer expire. His mission as well as another agent mission is listed in this.

Thank you. I was worried I might have triggered the one time only mission when I didn't want too / was ill prepared. I should stop warping to those flash beacons when bored.
Still hoping someone has some info on where agents can give missions. Kinda worried / suprised seeing as both conditions on evelopdia are wrong from first hand experience.
