Okay so i have been playing for 2 weeks and i am traing minmatar cruiser right now. What should i go for the stabber or the rupture. I plan on doing PvE and maybe even some PvP.

Rupture most likely. Make sure to train Medium Projectile Turrets V and Medium Autocannon Specialization, T2 AC's will serve you well in PvP, and probably PvE, though Artillery would make PvE easier most likely.
Only reason to take stabber is if you must fly something that can move, but in all honesty, the DPS and tank favor the Rupture in most situations.

You already had a bunch of people explaining why to fly a Rupture... if you want to fly a Stabber just get one, don't keep asking for justification.

Stabber Fleet Issue.
But first what you really should be doing is stop spending your rookie bonus on anything BUT Learning skills.
Take the first five basic to atleast four, take the second set of five to atleast four.. and take the Learning skill itself to five.
You'll thank me or hate yourself later.. choice is yours.

rupture have +2 low slot, have more powergrid, more cpu, more shields, more armour..
What else? Ah.. also more drones. :-)
The only advantage on stabber side is speed, which is pointless in pve and situational in pvp. Last but not least also ruppie is an excellent pvp cruiser ( act differently from the stabber, but its a great pvp ship )
Hopefully you already guessed what is the best choise. Now i hope you dont mind is i suggest you some hints:
Buy a ruppie and stick there since you have not raised well your core energy/powergrid skills, tanking skills, weapon skills and drone skills. It will take some time so dont hurry to jump in a bigger ships. imho the cruiser is the best compromise for a newbie. Its so much better from a frigate ( pve talking) and is so cheap that you can easilly stick there while you raise your skills. stick in a frigate could be boring or frustrating, but cruisers give you chance to do l2 missions, so you can easilly have fun for a while before you will need for something "bigger".

They re different ships, but both need the same training, Rupture is better in tanking department, put a 1600 mm plate on it with a damage control for resists and 2 gyros for dmg mod and you ve got an excellent pvp ship.
Stabber rely more on speed and its a good training ship if you plan to pilot its T2 counterpart the Vagabond, however it is harder to master Stabber piloting than Rupture.
Stabber = passive shield tanking for pvp. Rupture = Passive ( bufffer ) tank for pvp and also more dps
Minmatar are not maybe the greatest ships, even if they do ok, for pve but are excellent for pvp, stick with them and focus on them, you wont be disappointed in the long run.

This probably a weird thing to say, but if you're only two weeks in and doing missions (level 1 and 2, I presume), you could do far worse than a Bellicose. It has slots for three turrets and two missile launchers plus it has a big drone bay (as Minmatar cruisers go). Plus it's fairly fast. That means you can keep your range from the NPCs ships and deliver at the same time. A new player corp mate of mine used it to mission in right up to level 3s, where he switched to a Cyclone.
