Will a ME and PE researched T1 BPC give the invented T2 BPC a better ME and PE level when created?

No, the input ME and PE have absolutely no effect on the the Invention job whatsoever.

ok, so then i can just bypass all the research on my T1 BPO if all i plan on doing with it is make a T2 BPC?
And correct me if im wrong but the sequence in making a T2 BPC is.. T1 BPO--> T1 BPC--> T2 BPC

It doesnt matter if the ME is 50 and PL is 20 or 500 and 200 all T2 invention for ships at (its what i do) least turn out ME -4 PL -4. The only way to increase this is to use decryptors used in the invention process. However these are expensive 4mil to 80mil depending on the one used.
Now with data core reaching 400k a piece, i'm personally thinking its all not worth it as its cheaper to buy T2 hulls off the market than the agony of building your own.
T2 ship invention has approximately a 20% success rate not using decryptors. Tsh i havnt noticed an increased invention rate even using decryptors.

Where:
* Input_T1_BPC_Runs = The number of runs on the T1 Input BPC
* T1_Max_Runs_Per_Blueprint_Copy = The "Max Run Per Blueprint Copy" attribute of the Input T1 BPC
* T2_Max_Runs_Per_Blueprint_Copy = The "Max Run Per Blueprint Copy" attribute of the T2 blueprint you are trying to Invent
* Decryptor_Runs_Bonus = The "Max Run Modifier" attribute of the decryptor used, 0 if no decryptor is used

And were come the ME and PE levels into play? I recommend that you read the wiki page again, pal!
