At the Strategic Conference on Re-emerging Powers organized by Abbess Ashar Kor-Azor, Dr. Evanda Char and myself had the opportunity to speak briefly on the Kyonoke speck and the implications of Sansha's Nation obtaining it. Abbess Kor-Azor suggested then that we initiate a full-bore research venture on the issue. At the time, their possession of the speck was suspected but unconfirmed, and in the absence of anyone pressing the issue, nothing came of it.
However, given Sansha Kuvakei's claims to have in fact obtained a sample, I think we can't afford to wait to move this project forward. I have already begun staging Ataraxia Pharmacies assets in the Taisy system, and I'm asking for your help. Of course, there are many dedicated scientists already working on this issue, as there have been for years. Our efforts here are not intended to supplant theirs, but to augment them with the full resources of the capsuleer class.
I know some of you are scientists in relevant fields yourselves, and many more have such experts on their payroll. Anyone who wishes to collaborate in this effort would be appreciated. Even if you aren't, you can still contribute by donating needed materiel.
First and foremost, since there is no safe method of transporting samples off-site, all research efforts will need to be done via telepresence, by Robotics and Camera Drones. We will also need Supercomputers and the latest Biotech Research Reports to run simulations.
For the treatment research, we will require large amounts of Livestock, Test Cultures, and Vaccines. For the containment effort, we will need Hazmat Detection Systems, Hermetic Membranes, and Nanites.

It's a shame, because before we started manufacturing electronics, our production facilities were mostly geared towards medical equipment. I've still got a little bit here and there left over, though, which I'd gladly donate to such an effort gratis. I'm afraid I can't enter Caldari space at the moment, however, so you'd have to come and pick it up. -----

If anything, The Caldari State is way ahead of these endeavors as they have most likely been working on a cure since it was discovered years ago, perfectly aware of the damage this could cause in the wrong hands. I highly doubt that they will be willing to share any breakthroughs. I also highly caution anyone trying to obtain a sample to do research on as it defies almost all known containment methods. ----- *results may vary*

Also keep in mind that it will be impossible to produce adequate hermetic membranes without a speck sample, as you need it to correctly program the material. And even if you had a sample, there is no way to be sure that it would actually work.

Whether any power would, if they possessed it, use the Kyonoke protein speck as a weapon is currently less relevant than the fact that the quarantine of the Kyonoke Pit in Taisy was very likely broken seven weeks ago. This action presents a sure threat to the survival of whole planetary populations even if Nation does not intend to or fails to weaponize the speck. We cannot afford to speculate on Kuvakei's honesty in having acquired the pathogen or on his ability to harness and willingness to use it. To hesitate will only reduce our readiness in the face of outbreak.
If you would, gentlemen, please limit discussion to the scientific aspects of this issue and Ataraxia's research initiative. ---~~~===~~~---

I am well aware of the difficulties, Captain Wassenar, as well as the oustanding work in this direction. As I mentioned in my initial posting, this effort are not intended to replace that already in place, and will be conducted completely remotely so as to eliminate the hazards. I am not one of those capsuleers who thinks we are magically able to do anything because we have a neural structure suited to a pod interface. But a fresh set of eyes on the problem has little potential to hurt, and a great potential to help.
That said, if anyone would be interested in serving as liaison to the Caldari authorities ultimately in charge, please get in touch.

Understood, Captain Oroa. All research starts somewhere, this is our jumping off point. As hypotheses are tested and confirmed or discarded, our needs will doubtless change.
Regarding Sansha Kuvakei's intentions, the minimum he gains from claiming to possess the speck is a potential deterrent against the kind of united action he once faced.
For you, Captain Doyle, your assistance is neither necessary nor wanted.

Not to detract from the wider efforts to contain and combat the Kyonoke virus, but we must be careful about how we proceed.

The danger in this line of thinking is many fold.
First, the attribution that Sansha Kuvakei intends to use the Kyonoke pathogen as a weapon fails to consider how doing so promotes his goals. The pathogen is indiscriminate and will destroy not only his enemies, but his potential followers, slaves, citizens, etc.
Second, trusting Sansha Kuvakei that he does actually have the Kyonoke pathogen and the means to employ it as a weapon. He may be bluffing, but this should not prevent us from finding seeking a vaccination.
As to why NeuroGEN supports developing a vaccination: it should be painfully obvious that the Kyonoke pathogen is most useful when paired with a vaccination. Should NeuroGEN actively and fincially support the research it will have access to the research and can run a parallel effort, potentially beating others to a vaccine.
The danger becomes Nation will hold in one hand death and in the other life and offer to those who follow Sansha Kuvakei the "gift of life."
This logic applies to most other powers in this case. There are a few who might use the pathogen without a vaccine, but again this runs contrary to the apparent goals of Sansha Kuvakei.
The thought-processes behind "he says he has this dangerous thing, therefore he must be planning to use it as a weapon" is more freightening to me. It demostrates an unwillingness to think through the situation.
No, we must be willing to accept alternative explanations, such as Nation utilizing the virus as a tool of last resort. Having faced extermination previously, it is possible the virus could be Nation's final revenge. Should we attempt to exterminate Nation, we may unwillingly unleash the Kyonoke pathogen on ourselves.

Wassenar-guri, the idea that the State as a whole has such information is a bit of a stretch. I can only guess at which bio-medical research company is conducting research into combating the virus, but my money is on Zainou Biotech to be the furthest along. Zainou has an extensive contract with Hyasyoda (whose Kyonoke Pit operation fell victim to the virus). However, recently Zainou-Hyasyoda's contract was re-negotiated and the status of the research may have been adjusted (1) (2).
The point to all this is the Caldari State as a whole does not have a cure or anything close to a cure, but rather Zainou Biotech and potentially their client Hyasyoda may have such data and information. Since they are both businesses, I doubt they will freely hand over said information without some kind of compensation.

At the moment we don't (nor can't) know if that specimen of virus isn't used - or intended to be used - to research and study a cure or counter-agent for something else. We know it can kill. But we don't know if it can have other side effects.
Like stopping the Jovian Disease.

Our corporations increased interest in finding a cure for the Kyonoke speck is not due to the threat the speck pose in the hands of Sansha Kuvakei, but due to the threat the speck impose by itself on all of humanity for its potency and high lethality rate. As people with great resources and abilities, we must do our best to fight against was threatens mankind the most, and the Kyonoke speck is such a threat when left uncontrolled.
It was only because the speck was believed to be under strict surveillance and quarantine that Ataraxia Pharmacies had not allocated research into a cure at a previous state. This is not the place to judge the character of Sansha Kuvakei but we believe he is a man that can be trusted on his word. As such, priorities has been changed and we have already reallocated 50 of our top scientist along with 500 junior research personal and tonnes of equipment for the task. Samples of all known cytoserocin and mytocerocin variants will be throughly examined as it our belief the strong medical properties of these compounds have far from being taken fully advantage of yet.

We do not see it as fruitful to engage in dealings with people who seem to have goals opposite of ours. Good point, but I don't believe he has the virus for a fail safe. He seems to be confident in his military power and I'm sure we can agree it's not a bad armada. So why would he need to use the virus as a fail safe? I say he has the virus to send a message. If he were to try to attack a home system, say Amarr, military resistance from both the capsuleers and faction navy forces would be able to overwhelm his attacking force with ease. But, if he were to unleash the virus on a much needed station or even a homeworld, it would be a strong message sent to the empires saying, "I don't care how powerful you are, I'm better." Though I doubt he would do something like this considering it would make the 4 empires a bit... unhappy. So to conclude I would say he would only need to use it as a show of power or a distraction. Oh and Ze'ev, message me an estimate of how much you need of each material, i will then donate as much as i can.

IS the report that Master Kuvakei does in fact have a sample verifiable in any way? and while i do not have such a vested interest in this area, it does concern me.
I was wondering, In the event that the Sample he claims to have obtained is used, how well can it possibly be contained beyond the razing of a planet, Due to its ability to circumvent all known bio-hazard protocols.
While a cure may be in the works, it would take more then the combined wealth of the capsuleers to produce enough vaccine , if one were to exist, for the entire population of eve.
while even if site specific containment were to occur, Master Kuvakei would simply have to seed another planet with samples. to over whelm any possible containment effort.
Or simply contaminate Jita, the disease vectors would be impossible to stop.
I do not believe that this will be used as a weapon, but rather as a deterrent to the Empires. Only the capsuleers can move with the freedom need to face this threat. While understandably there are huge security risks involved, the Empires simply cannot move with the same latitude as the pilots. Asking some of the major 0.0 alliances for help would result in the same issues, they have people to protect as well. It is only the independents that can move without the risk to untold trillions.

Not all of this forum's readers are familiar with the State, its corporations, or its politics.
I do not think the Chief Executive Panel as a whole is kept informed on the progress of Zainou Biotech's efforts. Ishukone's/Hyasyoda's executives are likely informed on the progress of their subsidiary/contractors (respectively) efforts, but Zainou Biotech, Ishukone, or Hyasyoda are under no obligation to tell the CEP the progress of their projects unless the CEP is also funding it. This however does not preclude corporate espionage from keeping the other executives informed as to the progress of each others projects in general.

They are going to attempt to disrupt a power bloc. There are 4 power blocs in the world. We know them. The effects of being able to infect a planet, without detection, would be significant.
The Nation is, for the most part, and not considering the remnants of it in Stain, stable. If you want to be the big kid in the play ground, and all the other big kids stayed home sick one day...
This is going to get nasty. But the Sansha don't know that their actions, of these are what they plan, will decentralize humanity and make it so much harder to control. If they do not kill us, we will be stronger.
