I would say, go do a ****load of NPC missions or scout about a hundred 0.6 asteroid belts, you might get lucky. Ive found elite NPC's both ways, and gotten (albeit sucky) faction mods off both.

I popped one of these in Uemisaisen a couple of months back, and it dropped a bcs. Whee.

to get some really nice loot from those dreads, darks or trues you really need .0 space.
used to hunt bloods and we had dark bloods on a regular basis.
started hunting sanshas recently and had a few true allready.(both allmost the same rats loot only depends on race)
all found in .0 and have never seen them anywhere else.
tho i have to say that i did a few missions yesterday and had dread guristas but they didnt even drop cans. 
just another screwup from CCP ??
