I thought that it was harder to develop games for the PS3?

That's why you go for a multi-platform engine, such as UnrealEngine 3à

it doesn't mean that at all. That's just the way you interpreted it.

No it doesn't. I don't even speak German and I see that it doesn't say anything about being exclusive to a single console.
I agree that it can be read that way, but it's just as likely that the author either didn't know or didn't care about the game also being made for the PS3.
