Who needs these? Is there a specific kind of agent that Weirda need to find who will want them? Do they sell on escrow? Is there a place to look for all the different tags/values/agents that want them? How many angels can dance on the head of a pin?

Usually needed for agent offers. you can try selling them on escrow but I wouldn't be able to tell you how much for. the tags are specific to the rat that drops them so you'd need to go to the four corners to get them all (or just keep doing missions ) and no angels can dance on the head of a pin cause the pin is a fish.

I would say collect as many as you can and advertise to sell them at a later stage.
I would be willing to bet a pretty penny that the high end agent offers (faction ships) are going to require some high end tags, so if you have yourself a good collection on hand it could be making you a handsome profit.
