I've ****ed off the Minmatar Republic a bit too often, and now when I want to try and work for them (because I prefer Angels as my NPC enemy) I'm having trouble doing missions for the Republic Fleet. My standing with the Republic Fleet is fine, but it's seriously screwed with Minmatar Republic. Currently:
-3.86 Minmatar Republic
+4.50 Republic Fleet
I did the "hub" missions where I turned in 3x3 tags and did some missions. I have three graduation certificates. That gave me the needed standing to be able to do level 1 missions (as well as a lot of missions for the Sisters of EVE). My effective standing with the Level 1 agents I use is -3.9, but they apparently have no problem letting me work for them. However, even after numerous missions and storyline missions, no level 2 agent will even talk to me. Doing a storyline mission only increases my Minmatar Republic standing by 0.02, so there's a long way to go.
What are my best options? I have Diplomacy IV, and I know Diplomacy V would give a huge boost to my standing - but I'd prefer training something else for the time being at least, and work my way up the ladder. But how do I do it? Even doing storyline missions for Sisters of EVE level 3 agents seems to take forever. Tagging along with my friend doing level 4 missions for Republic Fleet doesn't give me any standing increase at all - only he gets that increase for turning in the missions.
Any help appreciated.

If you have that standing with republic fleet you should be able to get some level 2s and 3s from them. Find some agents to run missions for. You posted with an alt, so I can't look at your standings.
Work for gallente, the storylines will gain you minmatar standings.
Do Gallente COSMOS missions for a really very quick change to your standings.
Turn in your Gallente dogtags.
Do the gallente tutorial agents.
Train Diplomacy.

Nope .. only lvl 1 quality -20 to 0 agents will be available until faction standings get over -2.00
