A good deal of ships say in their Show Info who designed them or something about their history. Others have a clear place in the game lore even though the Show Info doesn't mention it eg. we know the Raven was designed by an Ishukone exec on the side as per Otro's origin novella.
In my travels through the game lore I'm yet to see anything about who designed the Drake. Does anyone know? |

The Emperor Heideran VII himself. It's one of many reasons they gave him the Aidonis. For reals- Google it.
Seriously, it must be that everyone and their dog fights over who really first had the idea for the the Drake that there is no clear inventor. I like to think a slightly nutty CalNav colonel was sitting around the officer's club late one night and thought to himself, "Self, why don't we just slap some engines on one of the missile platforms?" Then the halfway drunk major sitting next to him came in with, "I'd fly that," and the rest was history.

There's some fiction on T1 ship manufacturers, all of which does not make sense. Looking at T2 ships we can conclude: - Kaalakiota likes missiles and ECM - Ishukone likes railguns and cloaks - Lai Dai is a "niche" producer (can't see a overarching goal there)
So, for example the Rokh, Ferox and the Moa would be natural Ishukone designs. This is not verified, though. We do know that the Raven is actually an Ishukone design (from the novella Ruthless, as mentioned by the OP). Lai Dai, I think, designed the Scorpion. The Condor is an ancient Kaalakiota design. Other than that, we don't know for sure. However, the Drake fits on Kaalakiota's and Lai Dai's fleets.
Another handwave on T1 ships would be that the most of them are old designs who have been modified over time, so that the company who manufactured them first has little relevance. For example, Kaalakiota doesn't seem to be bothered that Lai Dai uses the hull of their Condor for the Raptor, similarly they use the hull of the Scorpion for the Widow. They are in the same block, of course - but then again, Lai Dai does also use the Ishukone hull with the Golem.
Another theory would be that certain ship designs - perhaps as a relic from the Caldari-Gallente war about a hundred years ago - might be state subsidized as long as the blueprints are made publicly available, so that production amounts can be maximized. This would allow several similar designs to the roughly same specifications. (And of course, the publicly released design blueprints are kind of crappy versions of the specification, as both build time and required materials can be shaved off the blueprint with some research.)

I was under the impression that CalNav stole the scorpions design from the Guristas. They say that its been shrouded in secrecy ever since its inception.
