I don't find it very useful as a solo PvP ship (flame away...)
However, I like to fit it Shield Nano for gangs. Drop sentries and orbit the center of the battlefield at 50km. You've got 40,000ehp at 1800m/s and plenty of sentry DPS to go around.
I haven't used an active-armor setup for PvP, though I can say it works wonders against Guristas :). I've seen good kills with active armor Ishtars, but I've also seen more than a few turn into blue sparks and T2 salvage.

everytime an ishtar in gang with sentries need to pick up his drones when the battle over or lose it when you need to run..its a big problem ,time and time again you'll lose all your sweet sentries, that why most HAC gang dont want an ishtar join..

As a friend, but nothing more than that. Sorry, Ishtar, but that's the way it is.

Before the nano nerf it was seriously one of the greatest solo ships ever, it would do full DPS while zooming around the target just inside point range, and if something showed up to help the target it could escape tackle and GTFO fairly easily.
Now, it's good for ratting and plexing. Passive shield tank + AB. -- Killed me? Read about it in my blog! Northern Lights: Solo PVP in EVE Online

Since the nano nerf there's no way I'd fly an Ishtar when I could be flying a Vaga or Zealot instead. Both of those ships are just way more versatile and effective at doing damage while being speedy.
Before the nano nerf, the Ishtar was my favorite HAC. But nowadays it doesn't have the gigantic damage advantage that it once had amongst its peers. |

Don't be sad, Ishtar. It's just the way of things. Someday you'll find a nice Pilgrim and settle down and have kids and I'll love them even more than you could imagine .

Most surprisingly the Ishtar is the only HAC bar the Zealot, that actually works decently in fotm armor hac gangs. Well, if there is no significant lag at least.
It still makes for a good "nano hac" although it isn't anywhere near as fast as it used to be. While drones can be a pain to use thanks to the horrible interface they have the advantage of tracking independently to the launching ship's movement.
And of course the Ishtar is one of the few ships that can gatecamp without any risk. But who cares as that's boring as hell.
