18 bil is the buyout, you are more then welcome to register a 17 bill bid.
A nyx just went for 17.5 BO yesterday so only resonable to anticipate a market improvement.

Actually it didn't and prices been trending downwards, but if you close before the one I offered BO to who still is yet to contact me -- I'll buy for 17.5 BO :).
