No, I believe they require a turret slot, much like mining lasers.

Battlecruisers and Battleships make good gas cloud harvesters.
You can fit 5x T2 harvesters on a Moa too. It fits nicely in an Orca next to a Hulk.

Use a Hurricane with 5 t2 harvesters. You can fill the lows with cargo expanders or simply jetcan it Recruiting │My 3rd Party Service |

They can be found in the BP region. Its just a Quick Trip thru the Shell system. Watch out for Sinclair as he will try and kill you in his Chevron. He is mostly on between 7-11 so you should be able to avoid him.
Gas clouds can be found in Ladar sites.

Or you can use something cheaper like Moa or Thorax -- both have 5 turret slots.

Gas for drugs - dont know Gas for T3 (fullerite) in almost any WH system

Ladar sites, which need to be probed down. As mentioned, fullerite gas can be found in w-space. For gas that's used to make combat boosters, try this page:

Synthetic booster materials are also available in various regions of hi-sec, but the return on harvesting those gases are comparatively low.

As in "mining veldspar in a frigate is more profitable".
Now, low sec has some nice cyto cloulds.

The Exequror is also a decent gas miner, although hampered by only 4 slots, the cargo bay makes up for that (for me at any rate).
