You're reading too much into it. I don't think we should, or will, ever stop developing flying in space, it's the core part of our gameplay.
According to CCP Chronotis in the "correct rocket explosion speed"-thread over at Test Server Feedback, balancing issues usually gets done in the summer. Why is that? Why is not balance a prioroty all year? .

Be fair. He didn't say all balancing usually gets done in the summer. He said this particular balancing would be done this summer and that we could expect word sometime in September.

I'd like to echo my question from earlier in this thread: Why is it that game balancing work is of no higher priority, than it has to be done in quieter times? Why is it not done all year?

It's an interesting question since it stands between CCP and some dissatisfied customers. .
