I swear I read SOMEWHERE when PI came out CCP said it would cost 3 isk /m3 to export goods, but of course, now it is impossible to find documentation. Now I am getting all kinds of quotes to export goods ranging from 6 isk / m3 to 500 isk / m3. Does anyone know where CCP stated it should be 3?

tax is per item, and depends on tier. multiply by facility base value.
P0 0.05
P1 0.38
P2 4.50
P3 300.00
P4 25,000.00

Unless that was added in the last few days, no, it's not DOCUMENTED anywhere in-game.
To see actual taxes, you need to go to the wiki.
You only get to see the appropriate taxes in-game right before you try to move stuff, but nowhere else.
The only in-game "documented" thing AFAIK is the "tax : 3 ISK" or "tax : 2 ISK" you can see on command center and launchpad showinfos, respectively... which are what the OP was actually expecting, and what was talked about long before PI went live at all.

the 1, 2, and 3 isk tax numbers so confused me that when I complied the tax table linked by Krathos there, I ripped the tax cost shown in the game into the scale factors above and on the side to find out just where the one, two and three's were coming from. Use the table on the right if you don't want to multiply the two scale factors and the volume size of the unit to find the tax cost.
