Is it possible? I'd love to take some from one character I have and give it to another...

Type the name of the character you want to give money to in a chat channel. Do not hit enter.
Highlight the name, right click and select link character.
Right click on the link. Select "Give Money". Enter how much you want to transfer.

Just open 'People & Places' and search him.
edit: or open a chat with him and right click on him then select "give money"

However if you have a trail account I dont think you can send money to anyone. So if you have such an account you might have a problem.

You can also send ISK using a contract if needed.

note giving a bil isk or more is already suspicious, so ccp will probably check the names of your accounts.
If you pay for the accounts with the same credit card, paypal, etc, you should not have any issues though.

Is it? One billion isn't that much in today's EVE. I'd imagine ISK in the range of single billions gets tossed around quite often on a daily basis.

It's fairly easy. Click on People And Place.
Set 'Search Type' to 'character'.
Type in for 'search string': Scammatar Mandate
Press search.
Choose the char from the list.
Right click -> Give Money -> Type in 10000000000 (This will send all your ISK, unless you have more than that) -> Win

dont transfere obsence amounts of isk is all i can say or ccp will take it from your wallet till it is investigated why you transfered a HUGE amount by huge i mean 300b isk. this could take around 3 months for them to sort out.
