At the moment, PI is lame. VERY lame. But, I do foresee it becoming something quite fun and interesting, from a PvP/denial-of-assets sort of point of view.
For now, with the odd exception of the occasional gank, PI materials are quite abundant, relatively cheap and easy to accumulate if one has a bit of dedication to the project.
This will not last, I am certain. The day will come when certain already-rare PI resources are bound and controlled much like Technetium moons are now by IT Alliance.
A thorough lock on them wont be as easy as it is on moons, but rest assured, plans are already underway to ensure that the identified assets are scouted and claimed, and when the time comes, viciously defended.
The smart money is on hoarding and stockpiling P2 components, as fast and as furiously as is able and reasonable.

As soon as somebody drops a CC on a planet, there is nothing you can do to stop them from mining it forever. You can camp the system 23/7 to deny him transportation off the planet, but that's it. R64 moonss can be locked down because there is so few of them; you can do (decent) PI from any planet in any lowsec, nullsec or wormhole system. Good luck locking them all down.

Not quite.
Depletion schedules have not been implemented, nor a whole host of other goodies on the horizon, and once DUST514 comes online, so much for your "forever" command center..................

Good luck getting into a WH system in Dust514, attacking a Planetary Command Center and then being able to get your troops out before the route they came in closes on them. Especially considering, well without knowing exactly how it will work, that any wise person in a WH would have a massive footprint on any planet in their WH system that they are using for PI. Not to mention the other POS's and other space based items already set up in system.
