I can only afford one of the two and I'm trying to pick the best ship for either: - Missions - 0.0 Roaming

as said on general use the ishkur it's better.. as personal tought in a gang the enyo can get a couple of interesting lolfits that can help in several situations way better than ishkur..
Now if CCP finally fix the hybrids

Ishkur: Versatility with drone bay, +1 mid slot
Enyo: Better tank
Both generally have the same DPS, agility, and speed. The extra mid on the Ishkur combined with the ability to fly damage or ECM drones makes it hands down better than the enyo for solo roaming, and the ability to do damage from max targeting range with drones make it better for missions.
IMO, the enyo should really only be flown in a gang where one needs to MWD to a high value target, scram it, and survive for a relatively long amount of time.

Ishkur tends to have better real DPS because it's got 5 drones and the Enyo is probably running blasters.

Ishkur. It's got one more midslot. It'll kite with MWD/point/cap booster using range bonussed rails and drones. Or if you're confident of starting in scram range (e.g. on a drag bubble or plex gate), it can be a blaster thug with AB/scram/web. Did I mention that it's got one more midslot?
The Enyo has more raw dps, if you can get close to apply it (not guaranteed). But it just doesn't have the tactical options the Ishkur has -- too many other ships can find a way to make the Enyo's DPS irrelevant. There are situations when its raw DPS makes it better, but in those cases you should probably use a battlecruiser.
The Enyo was cheaper last I looked. And it's not a feared ship, people tend to shoot other things first.

Addendum: I don't want to be a wet blanket, but if you can only afford one of the two as you said then you perhaps shouldn't be 0.0 roaming in it. Perhaps you should use an Incursus or Tristan. Try out blasters and rails, afterburners and MWDs, get a feel for what they do and how the fights go.
For missions, an Ishkur with drones and rails does work and it's the more attractive of the two because it has the range to shoot the next target immediately. However, it must be said that a larger T1 ship would probably do the job better.

ishkur is: - faster - can have full tackle - can have dual prop - better dps application - better tank
enyo is: - close range machine with terrible tackle - long range support ship outclassed by cheaper ships (also harpy) - red, which is cooler

Ishkur is a better solo PvP ship, hands down. However, in comparison to the Enyo, it's rather fragile, and like most frigates fairly vulnerable to drones.
Enyo, on the other hand is utterly brilliant at wiping out warriors fast at a low-ish cost. It's also insanely tough. Downside is, it's slow, and can easily be kited by a lot of stuff. Great in a gang, or for jumping daft BCs/Cruisers, but the Ishkur is the more popular ship for a reason.

If you're rich and have isk to throw away, the oversized Ranis (2 magstabs+DCU+Coproc, MWD+scram, 4 neutrons, aerator and collsion rig, 1 Hob Enyo) is full of fun. Enormous damage, can tank a fair bit with just a DCU. 5 of these will 2 volley a nicely tanked cruiser.
On the other extreme you can fit a 14k EHP Enyo to act as aggro Bait on frig roams.

Yea, you can reasonably squeeze from 3-4K extra EHP out of an enyo. That's the main strength. You can fit a nice Ishkur and achieve 11.3K EHP still.
