Assume someone is not willing to pay $30/month to have a real proper scout.
First, talking only about lowsec.
I know you can spot some gatecamps by simply looking at "ships/capsules destroyed in last hour". But sometimes the traffic intensity is low and you are just unlucky and run into someone starting a disco.
Only idea I can think of is warp to a bookmark, check if gate is safe and then warp to gate. So the actual question is, at what distance can you see the smartbomb visual effects?

Eh, there are really only a few gates where this is a particularly common occurrence, and you'll learn which ones to avoid pretty quickly. Wouldn't recommend using the Amamake-Otelen gate ever, for instance.
That said, in low sec, you can pretty safely warp to the gate at 100km, provided you're in a relatively fast ship, or warp to the nearest celestial and use the d-scanner, or warp to a bookmark, etc. --------------- Faction-Militia:Player-Alliance::Newbie-corp:Player-corp |

You need to be with-in 100km to select the "look at" option on another ship. As far as how far can you be and still see effects.. Well that likely depends a lot of your graphic card and game settings.

Here's a trick I use:
Check local in a "risky" system. If there are GCCs in system warp to a celestial or safepoint that is "off-alignment" with the gate in question, then warp the gate.
Smartbombing battleships will generally be in alignment with an often used gate to try and hurt ships that are coming out of warp from that gate. _______________________

When you're in low sec in something that will not survive being smartbombed, don't warp directly from gate to gate unless your out gate is within directional scan range and there is no one on it or the system is empty. The best thing to do is to warp to a planet or moon (and moon only if you are in something that aligns fast, just in case there's a POS there) that is not directly in line with your in gate and out gate. Then warp to your out gate at 0. Unless it's a very big camp, they're not going to get you. The same applies with avoiding most bubbles in 0.0.
If you travel in certain systems often, it's worthwhile getting bookmarks within scan range of the gates so you can warp there first and make sure the out gate is clear.

Get a suicide alt to scout potential danger before you jump into it (like the ama-oso gate or any gate in rancer).
When approaching from in system set up a tactical above/below the gate, warp to that first to make sure it's clear. ---------- Who, me? |

If you set up bookmarks in a random direction of the gate, you can warp to the bookmark and then the gate. Smartbombs don't cover all of the gate.
