Yesterday I found out how to decline an offer.
First you need to ask if the offer is still available. In the next screen you get the option to accept or decline the offer.
I have tested this with an offer for which I had the cash and it did not immidiately give me the goods, but I had to accept the offer first.
So here you go for all who wanted to know how to decline an offer.

Pressing "accept" accepts the offer, and pressing "decline" declines it? Whoa, what an astounding revelation 
Are you going to tell us how to accept or decline a mission next? Or perhaps how to dock and undock at a station?

Shinshi, this is information that pretty much everyone knows. I think you might be confused for people wanting to refuse certain missions when they get the same offer two times in a row. You can refuse one mission every 4 hours I think, if you refuse more than one you should get a warning that it will give you a faction penalty if you refuse it. If you don't care about waiting, just don't accept the offer and logoff or do something else for 4 hours then refuse it and it should be ok :D

Well in the old situation this is how it worked:
I need some work: Getting a new mission
Is that offer still available: Accepting offer automaticly
Sorry I am not interested: Decline offer
Now its:
I need some work: getting a new mission
Is that offer still available: Go to offer screen
Offerscreen:
I accept the offer
I must decline
Yesterday there were some questions about how to decline an offer and this is how it is done. If you allready know this than good for you, but a new player or a someone confused can do something with this post. Thats why I made this. If its not usefull than please let this be deleted.
