as said before you can solo sites in a C2. even in a t1 drake (but it will be hard in that case)
as noobs, i think it will be way better to take a hole having a high sec exit. but these also have lots of people finding the entrance.
low sec is way more safe inside the hole, but way less secure outside.
but there is also trick to be 99% sure ; don't probe after all WH have collapsed, and the news one won't be created, only some from other system can exit, but the chance of some appearing on your system are very low.
a hole to another WH system is, as said, also a good thing. as sites may not resapwn soon enough, you will have your new hunt system everyday.
be carefull, because of course this system may have inhabitants, who won't like at all seeing your ships in. and also they may want to go to yours to pew pew, event if you don't go to them.
size of the system will totally depend on how much people are in at the same time.
you can do C2 alone, or with 2 guys. you won't be able to do C4 with your stuff/skills, i don't think.
so i think the better thing for you will be a C2 with static to high sec and static to C3.
for your others questions ;
i don't think a hulk can tank the sleepers of mining sites. but after you killed the first one sleepers won't respawn, even the day after. so kill them quick and after you're safe.
PI is very valuable on WH, more than 0.0. and as a WH trader i can tell you than alsmost all guys wanting to buy a hole from me want a system allowing all POS fuel to be created into it.
also, as i'm on the business i will give you some other advice ;
C3 are rare, C3 with HS are very rare, C3 with a static to another Wh are veeeeeeery rare. if you want to buy one it will cost a lot, and will take a lot of time to find one.
C2 with HS are not that rare. and almost all C2 have another hole to another WH.
finding a C2 with C3 static and HS is way more easier than finding a C3 with HS.
if you are okay with a LS exit, then you can consider a C3.
also about the POS be sure to use a large one with lots of guns, it will be more safer.
i don't think you really need to care about ammos, just think to buy a lot everytime you take some fuel inside. same for drones, as said before we really lost a lot of drone in Wh space, even being cautious.
