Haha, sorry there, couldn't resist. Have a problem with emotional harm being the only true PvP goal in this game.
I will instead tell you about how i never lost a single ship until i bought a Mael after countless L3s, then brought it for a PvP roam with my new corp because i was THAT noobly. When i finally had it get blown up, which i now suspect was a setup by my new corp mates for the unforgivable sin of being such a noob, it hurt me so badly i ragequit for a number of months after.

I'd go for that in a second, I'm all for a low-sec revival. Although, imho, it may be better to split the pirate factions into lowsec (Core, Gistii etc) and nullsec (Shadow Serpentis, True Sansha) subfactions given how they seem to operate ingame </RPreason>.

I love the idea. To tell you the truth, being a dirty cop would be cool.
I would like to add something however,
I think Concord could use a bit of tlc and what I mean by that is to make Concord more like Police than gods. As it is now Concord will save you with furious anger if someone even distorts the shielding on your ship. The aggressor is basically dead before you even see the coppers warp in.
Here is a list of ideas: - A panic button displays on screen when the attacker commits assault. - Slow down the time it takes for Concord to arrive. - Although still being rather fast, Concord must still lock onto you before they attack back. - Depending on the crime, Concord will not kill you but rather ewar your ship into depletion and then they will arrest you. - If there was a victim involved a dialogue box opens up and they can choose to either to arrest or free. Of course, Concord sticks around to make sure a fight doesn't break out again. - When a suspect is arrested they are escorted (in fleet warp, through gates) with a few agents back to the nearest Concord station and they are fined isk. - Collected fines are split 50/50 between Concord and the defendant. - And just to even things out.. "Edject and Warp to" button in the right click menu so carebears can warp out of the situation a little sooner. This will make low-sec/null-sec a little safer to those who covet their pod. However, they offer up their intact ship (however damaged it is) and all its modules as a reward to the victor. --------------------------------
