So, the various trade skills work on ranges
1 - Same System
2 - 5 Jumps
3 - 10 Jumps
4 - 20 Jumps
5 - Entire Region
Now.. Say you have the skill at level 3, allowing you to buy/sell/modify up to 10 jumps away.
Say a system you want to sell stuff in is 9 jumps away but the shortest route is via another region, via your same region, it is 11 jumps away, would you be able to sell an item?

Find me a system like that with Jita as home system and 20 jumps as limit and I'll try it for you 
If not, I assume the game just checks if the system where you're placing remote order is <= 0/5/10/20/∞ jumps away (via shortest route) and in a separate check if it's in the same region or not.

Read this else where once. Never tested it though: make sure your map settings are set to shortest route not to the safest route option. Then it will use that calculation regardless of whether it passes through another region or not.
