maybe a skill that will let people hunt people who have boutys on there head in empire space this is just an idea i dont know what it would take to implament or what but i was thinking like lvl 1 you can hunt them in 0.5 lvl 2 --------][---------- 0.6 lvl 3 --------][---------- 0.7 lvl 4 --------][---------- 0.8 lvl 5 --------][---------- 0.9 and 1.0
anyone else got some ideas to go with this

This post [edit: link fixed] is so old it would be forum necromancy for anyone to post there. But I thought that with only a few tweaks it would work out generally well.
It doesn't allow anyone to specifically stalk anyone whenever they want. But it keeps ne'erdowells mindful that they are not perfectly safe in areas where they are not kosher with the local npc factions.
In retrospective, I would remove the line "..any member of a particular nationality or faction etc.." even if there was an issue of criminal standing to take into account. It would just be too simple to sit in wait for such a target.
I think you should get concord clearances for some of the state sanctioned ops, but I don't think you should ever get gate sentry clearance. It's too easy to camp a gate as it is.
Also, I think anyone that accepts one of those missions should not have any concord protection below the issuing level of clearance until the mission is complete or cancelled.
