tl;dr: Exploration cruiser that links together all the fleet members' scan results so they can scan systems without probing down the same sites.
What does it do?
The main point of this idea is to have a ship that has aggregates scan results for several other ships, then shares the results with all of them. So if person B probes out a wormhole to 50%, everyone in the fleet will have the result shown up on their scan result, regardless of whether their probes are covering the wormhole as well or not.
Suggestion for the above to work would be a module specific to this ship (or with fitting penalties on other ships like Covert Ops cloak) that requires the ship to not be cloaked, and possibly on the same grid as the other ships. Going into warp/cloaking/docking etc would disable the module. All ships in range would transmit all their scan results to this ship, which then sorts them and sends the strongest result of each signature to the ships.
Other less important stuff:
- T2 ship with skill requirements similar to Covert Ops and Recon ships
- Little to no combat capability
- Able to fit Covert-Ops cloak
- Agile enough for low-sec/0.0 work.
- No local probe bonus but possibly give a remote bonus to fleeted ships
- Limit on the amount of signatures it can share with other ships, which increases with skill level
- Could have bonuses to Codebreaker and Anazlyer modules
Why?
The idea was to encourage small roaming gangs of exploration frigs with a fleet cruiser to rapidly scan down all sites in low/0.0 sec systems or wormholes
What a waste of time...
Currently it's probably faster and easier to do solo exploration in a Arbi or Pilgrim and scan down the other sites while running the current one. Having a dedicated ship to speed up fleet work for what everyone already does solo seems like a waste of time and money.

I wasn't sure what I had in mind initially but unfortunately it looks like the love child of a massively oversized Heron, a midget Rokh, and a little hint of a Vexor.

They should really just either add bonuses to arch/hacking mods in the probing/covops T3 sub, or make a new sub for arch/hacking (and gas cloud harvesting) maybe.
