I have heard that corp members could shoot each other on high secutiy sectors. They made them able to do this so players in the same corp could test new ideas or weapons. Is this true or jusr some made up idea to get Concord on my ass....again Any one know???

Last time I tried it wasn't any problem, almost blasted my corp member to dust  That was unintented ofcourse, but a salvo of 5 heavy missiles hitting a lvl 2 frig does hurt for sure 
PS: this was before exodus, so don't know for sure about the situation now.

It is OK to shoot other players in High sec systems providing they are within the same corp or at war with another corporation
