I get flipped all of the time and I just let them sit there and stare at me after they get their one cycle's worth of ore. I mine with main in an Iteron MK IV and an alt in a retriever so no more than one cycle of a strip miner is in the can at one time before getting picked up.
In the end I am leaving with more ore than them and have sat there, mostly semi-afk for about the same amount of time so in the end they are just wasting their time and getting no lulz off of me.

They do it to get you to PVP with them, either they'll get a free indy kill or hope you'll go get a fighting ship.

One of the first things I did in EvE was steal ore.
Died in the combat tutorial mission arc and realised that I may need a combat ship to complete it. Unfortunately I only had a Bantam to mine with and probably around 5000 isk, not enough to buy anything decent. In the first belt were two Retrievers mining happily away, while I was filling a pitiful cargoload at a time. One convoed me and correctly suggested it'd be quicker to steal the other guys ore than mine it myself.
He didn't seem to worried about my theft, in fact he laughed at me in local, pointing out I was stealing it slower than he could mine it. That soon changed when I stole enough to buy a Badger and start carting away larger amounts. He even tried mining into a secure can, but as it was a 1.0 starter system, I stole the unanchored can and the ore.
So yes, stealing ore was worth the trouble. I still do it occasionally for ****s and giggles even now.
