That thing is great. 
Reminds me of the intro to risk 2 on the pc years ago.
I wonder if one could somehow use it for a more realistic game of risk if the board was big enough...

That looks pretty cool, you could probably make one pretty easily with a Dremel and a decent chunk of metal. I wonder if it would be legal in the UK or be classed as a firearm.

Could probably call it a "Working toy" or even a "Prototype" and it is only allowed to be used on private land or something to that effect.

Dremel might work, although not sure how well a dremel can drill holes.. might need a drill press of some sort for that.
and that fuse housing might be a tad hard to do, looks like it would best be worked melted into that shape

Or, with a decent lathe you might be able to get the right overall shape, but you would definetly then need a bench drill or something to get the details done.
However then it is just a case of polishing it up to the right finish...
Beautifully done I might add.
