Almost Ineluctable

I know for sure that if a major faction's icon, like Gallente or Caldari, appears on this screen you're going to take a standings hit undertaking the mission.
I asked rookie chat and someone answered that pirates have their own icon too.
So what does it mean if there are no icons?

Than its a surprise. It could mean mercenairies or EOM. In one case of a lvl 4 mission (dunno which one atm) it was blood raiders.
But usually its mercs or EOM . Seriously Have I Not Said How I Can Assist Some One You Are Killing Online? |

Ahh.
Do I still get a standings hit if I destroy ships that belong to criminals? E.g. I noticed the Angel Cartel has members from all 4 major factions. If I go on a mission to destroy Angel Cartel ships, would I take a standings hit?

Well, the pirate faction beeing blown up and their friends will not like what you do. When destroying Angels, you will lose standing to Angels, Serpentis, The Syndicate and Thukker tribe.

Or a "rival security faction". I've seen this in one Caldari mission. You face Caldari enemies, they drop Caldari Faction tags, but you take no Caldari faction loss for killing the npcs.
Honestly, your best bet is to look up the mission on evesurvival.org. It should tell you who you will face and what faction hit you may take if it is not obvious.

Well, the pirate faction beeing blown up and their friends will not like what you do. When destroying Angels, you will lose standing to Angels, Serpentis, The Syndicate and Thukker tribe.
In-Game Inter-Faction Relationships
Thukkers haven't counted as pirates for a while, you won't lose faction with them by killing Angels. You'll end up KoS in Angel space, but as you're KoS to Angels no matter what that's hardly a problem :)

Some missions will tell you what you'll be facing in the mission text. (Yes, that otherwise meaningless fluff text on the left side of the window.)
Armed with this information (or lack of, head on over to EVE-Survival.org and look up your mission. Prepare accordingly. _______________________________
