Do they have a range? All I see is the jammer strength, duration, and activation cost. Does this mean that if you have the person targeted the work?

If you plug in a bunch of backup arreys for say gravimetric but your racial is radar, if they use radar jammers but you still end up with +2 in gravimetric, will you be jammed?

No, all sensor strengths must be reduced to 0. Though I don't see why you would do that, since T2 boosters give +2 to strength (I think....it might be four) and racials give -2 to everything except the one they are aimed at (and multis give -4 to every strength), you'd need a lot of backup arrays to counter a scorp using say 5 multispecs. Best to just use backups for the sensor strength your ship is strongest in, unless you KNOW they will be using all racial jammers and have the lows for it.
