Just wanting to make sure of this before I go about it... when I transfer a character from one account to another I should receive all isk, items, skills, etc with the character as well yes?
As we can't do account transfers any longer this seems to be the only way (which is fine so long as I get everything from the character delivered to my new account).
Also, on a seperate note... is there a search engine for these boards these days? There didn't used to be (I used to play but left about a year ago) until someone made a 3rd party one, anyone help out with a search engine link (for these EVE-Online boards... not google)?

google is the best way to search these forums, just restrict your search to the myeve.eve-online.com domain. For example if you wanted to search for widgets in the forums your google query would be
site:myeve.eve-online.com widget
Additionally most of the big search engines allow to to restrict your search to a specific site. Hope it helps!
