I'd say no more than 2bi.
We usually assume 1bi per 5million sp.
More if you're not in a rush, as it won't sell easy. Less to get rid of it. :)

At the moment I would guess in the 1.8 - 3 billion plus range.
Lack of faction standings or high npc corp standings means that mission grinding will have to be done to get perfect refining.

Well, even though you are a Rorqual pilot you still lack the leadership skills to run the Link modules. The buffs can be critical in null and low sec which is the Rorquals area of operation.
There are also additional skills needed to run the clone bays I believe.
My guess and it is a guess is that as it stands around 2 + bil for the mining skills and another 1 billion for the capital skill books you have already purchaced and tained.
That puts you in the 3 billion to 4 billion range as it stands. Alot of people will look at the 11 million skill points and not notice the good focus.
More training means more skill points. Hence the more you train the more the character will be worth.

i Have a 3month skill plan for this character that includes, Jump drive calibration to IV, Capital Industrial IV, shield tanking skills, capacitor skills, and full compression/scrap-metal reprocessing. Pretty much everything needed for a 0.0 alt.
