Tried the repair tool, tried the whole re-install thing nothing. Turned off my firewall nothing. Plugged the computer directly into the modem to eliminate the router still the same effect. Tried removing and adding it to the fire wall list, nada.
Tried all the walk arounds I can think of open to suggestions.
All I get is the same message. Just happened today with the new patch. HP DV3500 using Vista 64

Tried to re-assign the port number as suggested from 26000 to 3724 in prefs.ini reset the fire wall, router fire wall, eliminated the router from the mix again. Re-installed again, made sure all my drivers were updated went through them one by one checking for updates.
Windows is fully updated, no anti-virus software is currently running. It is as if the tranquility server is DOWN. Yet, website shows it's up with plenty of folks playing.
repeated the steps multiple times, checked and re-double checked everything. After patching to new build it simply does not recognise the tranquility server as existing.
I've been pretty meticulious with tracking down this issue and can only guess that the issue is with the software itself or with the tranquility server taking incoming data from stuff in my area. (minneapolis mn)

UPDATE 2:
After downloading pingplotter I'm seeing 100% packet loss at HOP2 which would be my modem. No matter where I ping too I see this packet loss.
However I can log in to World of Warcraft fine, D&D Online just fine, can use the internet normally and get along just perfect in all situations there.
I went over to my fathers to try it and I can log in and use EVE online just fine there, something has obviously changed in my modem? I've tried resetting it. Strange that I do not see any ill effect in any other game I play. Even my Xbox is working just fine through this modem.
The fact that this did not happen until exactly when I patched eve only leads me to one conclusion. 100% packet loss at the modem yet, if that were the case I'd not be able to use the internet at all in any form.
The only program I'm having a problem with is Eve online. Ping plotter shows absolutely no packet loss after HOP2 which is the modem. The router is working fine at HOP 1.
It would seem that though pingplotter is showing 100% packet loss at HOP2 I'm also getting returns all the way to the tranquility server. I don't believe the modem is the issue, the problem must be the eve software, looking to recieve data from my modem not getting any and just killing the whole connection?
Still waiting on a response from a CCP helper have a ticket in.

After being contacted by CCP support, I installed the telnet client on my computer.
Telnet client will not connect to anything BY THE WAY helpfull advice for CCP. Telnet client is not installed on VISTA without manually installing it under program features might be helpfull to include a HOW TO do that for your bulk email responses.
Yet, I can ping the server all I want. 153ms.
Pingplotter is pointing to my modem which has not changed since the patch. Something in the eve client changed and does not function with an RCA DCM245 modem, i'm suspecting most other RCA modems are having the same issue.
I suppose I will contact Comcast today and see if a replacement modem cannot be installed.

UPDATE #4
Comcast came by and installed a new modem it would appear mine was quite the dinosaur. After running ping plotter, I no longer have 100% packet loss at the 2nd hop. Still the server status is UNKNOWN for tranquility. I also tethered my EVO4g to my laptop and ran ping plotter though I see no packet loss my ping times are high in the 200-300 ranges. Server status UNKNOWN as well. I've updated every driver I have, Updated all windows up dates. I've turned off the fire wall and tried to connect to EVE via new modem/evo 4g still same response. I've looked through lists of blocked programs, checked out anything I could possibly do. I've tried to connect under the new setup to port 3724 still nothing. Ping plotter is saying the connection is great. Done everything I've been told too checked and double checked everything I know how too. Still problem persists. Every other program worked fine and until patch 1.04 so did Eve. Patiently awaiting a fix for this issue. This time it's not my fault.

UPDATE #5 AND FIXED
My system info
HP DV3500
Vista SP2 64 bit.
After pulling my hair out all weekend over this I resorted to my last option. Uninstalling norton internet security. I was never prompted by norton to do this, nor did any file in the EVE directory appear on any of it's list.
This was a hard call for me, the program wasn't cheap and I'm hoping a legitimate work around for this can be found. I don't know what the patch did to tick off Norton but after I un-installed it I was able to finally log into eve online.
To avoid the fee for a new modem I had my old one brought back, it still shows 100% packet loss at HOP 2 in ping plotter (previously I thought this was the problem) yet I can connect and play eve just fine now.
Norton is no small company or program, a lot of people depend on it for their internet security myself included. I'm sure I'm not the only one who's had this issue. CCP was a great help early with a lot of advice never did they suggest un-installing Norton. There was no setting control to unblock eve it did not appear on any list like I said.
If you upon login see SERVER STATUS : UNKNOWN and simply cannot log in if you're willing to give it a shot try removing it from your computer. I at first removed it from my startup menu this did not solve the problem. Something from Norton still runs in back ground? I don't know but I'm a happy camper I'm pretty safe about my browsing content and downloads.

I i have been unable to connect to the server for over a week now ALSO. i am a new eve player but a veteran computer mmorpg player. i have read close to 20 forum post on this topic to no avail. i have tried the following suggested solutions myself. all of them ending in failure
i have : repaired reinstalled deleted norton security used pingplotter run as an administrator restarted my computer re patched turned off my firewall tried 3 different internet connections private and public ran it in safe mode
here is some information about my system copied from control panel
