It can hit perfectly fine on anything cruiser and up so long as you keep your range and don't fly stupidly. Can kill stuff 40-50km away as well, even 60-70km with T2 ammo. Massive volleys mean you get to 1-shot idiotic interceptors who burn straight for you. It's not "FAIL" it's simply a different style.

But how do you run away from 10 man fleets?
Harbingers are slower, without heat it's something around 1350m/s vs 1550m/s. Looking at EFT the cap lasts about 3 minutes with scrambler off. So playing with people for a long time is not really an option. They have a few km less range, worse tracking. Slightly less DPS.
And what do you do if you get tackled? Say bye to your Harbinger. Those two neuts and the better tracking got me out of some delicate situations quite often.
So for solo PVP? Clearly the cane. For gang PVP? Whatever you have better skills in, in my opinion. Although I'd still prefer Hurricanes over Harbingers, based on the fact that they can MWD around freely for a long time, and actually keep stuff tackled (especially frigates). Those neuts are a blessing.

Because of people like you, i fit a faction scrambler and medium ECM drones to my nanoharb. When your going solo, you expect to get ganked at some point, its the nature of going out on your own. If you die to a lone AF, you kinda deserve to die anyway.
Also lol @ capping out in harbinger. If a fight lasts that long, you're doing it wrong.

Shield-harbingers are better than shield-hurricanes at range (Not a big deal though). Does have a shorter operational limit, compared to the hurricane (capacitor issues). Other than that, you wont find much diffrence between the two...

Quite. But Cane has one advantage over Scorch; Barrage has nettet me frigate kills at ~30-40km (not even pointed) .

Because of people like you, I'm starting to hate solo PVP. Curse those Ecm drones. 
But still, no one will expect a tier 1 BC to fit a faction scram. That and ECM drones are obviously a death sentence. And both aren't really in discussion if you want to compare ships.
And the capping out thing. Soloing in 0.0 mostly consists of burning away from people or reapproaching, just to jump and nano away again. And I clearly wouldn't like my cap to die in just under 3 minutes. That's only 3 minutes time to actually kill something.
Oh and yeah. Sometimes it happens that you get scrambled by an AF, for whatever reason.
If it works out for you, good. I know I couldn't cope with a Harbinger.
