Performing a DIAL check is the best way to determine if a system is safe for soloing or small group anom/sig running. DIAL stands for:
D-Scan
Inbounds
Anoms
Locals
D-Scan
Properly D-Scaning a system will tell you how many active PoS there are, if there are any ships inside the PoS, and if there is anyone currently running sites. By using D-Scan on moons you can find PoS without deploying any probes. D-Scan will not show cloaked ships and only has a range of 14 AU which mean you may have to warp around larger systems to get a full scan.
Inbounds
Inbound wormholes are very dangerous because they mean at least 1 active person has touched the system recently. Inbound wormholes only appear when someone scans down the other side and warps the the wormhole. Taking inventory of how many Inbounds there are, and performing DIAL checks on those systems will make you that much safer.
Anoms
Simply do a system scan with no probes out and count how many Anoms are available to run. Then bookmark any signatures (Mags, Rads, Ladars, Gravs), that you or your corp may want to run, this will decrease the amount of form-up time when people log on.
Locals
Information from locals can be found by warping to their active PoS. By clicking on the tower you can get the Corp name and how many pilots are in the corporation. Once you have the corp name you can google their killboard and find out how active in PvP they are. Looking for kills and deaths recently within the wormhole system as well as what kind of ships they fly. Adding as many corp members to your watch list as possible will give you a warning when one of them logs on.
Note: Just because you perform a dial check does not mean you are 100% safe. Inbound wormholes can form at any time and locals can sneak into Cov-Ops ships without constant D-Scan spam.

This is good advice for any new scouts out there.
I ALWAYS do what I call a covert scout of the system before dropping any probes. So much easier to catch other people if they dont see your probes.
I also prefer larger systems as I can quite often drop my combats out of sight of any site runners d-scan range, fling them out of system then finetune where I want them using d-scan and warping around a bit to narrow down their ultimate location.
With decent scanning skills and a bit of actual pilot skill in probe placement you will quite often get that sweet 100% warpable signature in one scan.
Of course if all they are doing is running the anomalies you can find without dropping probes then its even better. :)
Just be aware that if they are gas or roid mining it is a distinct possibility that when warping in you may bounce off a rock or land in the middle of a gas cloud - decloaking and giving the game away.
Scouting is fun and the thrill I get from succesfully landing my buddies in DPS ships and a HIC to catch pods is quite enough for me to keep doing it.

Bit more specific with the scan range.
Its 14.4 au.
If you change the first 2 to 1 its roughly a 7au scan, if you remove the 2 so its 147xxx,xxx its roughly 1 au.
